Xizhou Zhou oversees Wood Mackenzie’s Power and Renewables’ function. He's responsible for the content development and commercial growth of the business line, ranging from new product development to regional expansion. His expertise is in electric power and clean energy market analysis and forecasting, power market design and policy analysis, renewable energy business models, and company strategies. Prior to Xizhou joining Wood Mackenzie in 2024, he was vice president leading S&P Global Commodity Insight’s power and renewables practice globally. In his capacity as Head of the Power, Gas, Coal, and Renewables division in the Asia Pacific region for IHS Markit before its merger with S&P Global, Xizhou played a pivotal role in the substantial expansion of the firm's reach by establishing new research and consulting teams in key locations including Beijing, Singapore, Penang, Delhi, Seoul, Tokyo, and Brisbane, fostering the growth of the company's energy business in the region. Before starting his career at S&P Global through one of its predecessor companies, Cambridge Energy Research Associates (CERA), he worked as a consultant on regulatory economics for Industrial Economics, Inc. in Boston and as a research analyst at the World Resources Institute in Washington, D.C. Xizhou holds a Bachelor of Arts and a Master of Environmental Management, both from Yale University. He is based in Washington, D.C.

Camilo Serna serves as senior vice president of Strategy and External Engagement. In this role, he leads and manages NERC’s external engagement activities, including outreach to and engagement with federal and provincial agencies and associations (United States and Canada), industry stakeholders, NERC’s Member Representatives Committee, and the broader stakeholder community. He also leads the development and implementation of NERC’s communications strategy. Finally, in his role, Mr. Serna leads the development of multi-year strategies—working with the NERC Board of Trustees, chief executive officer, and the Executive team—to ensure NERC meets its reliability and security vision and mission. Prior to joining NERC in 2024, Mr. Serna served as vice president of Rates and Regulatory Affairs for FirstEnergy, leading the development and implementation of federal and state regulatory strategies across the company’s five-state footprint. Prior to that, Mr. Serna worked for DTE Energy, first as vice president of Corporate Strategy and then as vice president of Regulatory Affairs. Before DTE, he also worked at Eversource Energy as vice president of Strategy and Policy. In his prior roles, he led the development and implementation of strategic, corporate development, and energy policy initiatives. Mr. Serna began his career in management consulting firms—primarily with Oliver Wyman—where he helped utilities and energy companies in Europe, Latin America, and North America with the development of strategic and operational initiatives. He earned a bachelor’s degree in Industrial Engineering from Los Andes University (Bogotá, Colombia) and a master’s degree in Business Administration from the Kellogg School of Management at Northwestern University.

Chris is the Vice Chairman of Wood Mackenzie’s Power & Renewables group. He is responsible for ensuring thought leadership, advising on the strategic direction of the business, and senior stakeholder engagement and relationship management. Chris brings 30 years of global power industry experience to this role. His career has spanned strategy consulting work for power companies and banks at Cambridge Energy Research Associates (now part of IHS/S&P), debt and equity financing of power-related investments at GE Energy Financial Service and managing a portfolio of power plants owned by EFS. He also led the power organisation at Genscape, where he expanded its real-time power markets monitoring business into analytics and software service businesses through both organic growth and acquisitions. Chris came to Wood Mackenzie through its acquisition of Genscape and now works with our 250 researchers across North America, Europe, Asia and Latin America.

David is the director of our Energy Transition Practice. He began his career with Wood Mackenzie in 2011 as an analyst covering European markets. From 2014-2016, he was posted in our Beijing office, where he led the integration of our China energy research. He presented regularly on China’s macroeconomic outlook, gas and LNG markets and coal-to-gas switching goals. Leveraging his global experience across multiple areas of the energy industry, David moved to our Houston office in 2016. He is a key author of our Energy Transition Outlook, Accelerated Energy Transition Scenarios and emerging technology coverage. Shannon Anderson is Solar United Neighbors' Distributed Power Plant Policy Director. In this role, Shannon directs SUN’s policy and advocacy work to advance Distributed Power Plants (DPPs) across the country, providing technical and policy recommendations to utility regulators and lawmakers in multiple states, Puerto Rico, and the District of Columbia to help ensure DPP program success. Prior to SUN, Shannon worked as a Staff Attorney and Organizing Director for Powder River Basin Resource Council, a Wyoming nonprofit organization with the mission of ensuring the responsible development of the state’s natural resources for the benefit of current and future generations. During her time at the Resource Council, Shannon represented the organization in numerous Wyoming Public Service Commission proceedings, in other state and federal administrative agency proceedings focused on energy and natural resource issues, and also before state and federal courts. She also served as the organization’s main lobbyist, representing the organization before legislative committees and directly lobbying during legislative sessions. Shannon works from a solar-powered home office in her hometown of Sheridan, Wyoming.
